The legal basis for the implementation of pre-hospital care. With the vigorous promotion of the Association and the support of the then director of the Department of Health Zhan Qixian, in January 1998, the emergency specialist was recognized as the designated specialist, and the "Emergency Medicine Specialist Selection Committee" was established to conduct the specialist examination and select for emergency medical treatment professionals.
In 2008, the Ministry of Health and Welfare abolished the "Emergency Medicine Specialist Screening Committee", and appointed the committee to be fully responsible for the screening of emergency medical specialists.
